The Northeast Austin Promise Neighborhood (NEAPN) is a place-based impact initiative designed to expand opportunity for children and families. As part of the national Promise Neighborhoods program, NEAPN advances a seamless cradle-to-career pathway every child has access to great schools and coordinated family and community supports.

Our Mission

The mission of the Northeast Austin Promise Neighborhood is to develop college, career and life-ready youth within the Northeast family of schools by creating a college-going culture with real-world learning opportunities through community partnerships that reduce barriers, improve conditions and increase opportunities for learning.

At its core, NEAPN is about strengthening the systems around children so they can thrive.

What is a Promise Neighborhood?

The Promise Neighborhood model transforms high-need communities into zones of opportunity by connecting schools, families, and partners through shared goals and coordinated support. Inspired by the Harlem Children’s Zone, these efforts are rooted in equity, partnership, and local leadership. There are now approximately 30 Promise Neighborhoods across the country.

The model recognizes that schools alone cannot solve the challenges facing students. Instead, communities work together to coordinate academic support, health access, family services, workforce pathways, and enrichment opportunities. The goal is not a single program, but a system of supports designed to reduce barriers, improve conditions, and expand opportunities for learning.

NEAPN adapts this framework to the unique strengths and needs of Northeast Austin, serving seven neighborhoods, eleven schools, and thousands of families.

Why Northeast Austin?

Northeast Austin is home to vibrant, resilient communities with deep cultural roots. At the same time, families in this area face higher rates of poverty, limited access to healthcare, and increased student mobility due to housing instability. NEAPN works alongside these communities to strengthen opportunity and ensure that every child has access to the supports they need.

Neighborhoods We Serve:

Georgian Acres
Heritage Hills

Highland
North Lamar

St. John
Windsor Hills

Together, these neighborhoods form a connected community of nearly 50,000 residents.

Schools We Support:

NEAPN works across a vertical team of schools, strengthening collaboration from elementary through high school. By aligning efforts across these campuses, NEAPN supports more than 5,600 students and their families.

Barrington Elementary
Graham Elementary
Hart Elementary
International High School

J. Frank Dobie Early College Prep Academy
Northeast Early College High School
Pickle Elementary
T. A. Brown Elementary

Walnut Creek Elementary
Webb Middle School
Winn Montessori Elementary

This effort builds on years of successful partnership between schools and communities. When local schools once faced closure, neighborhood leaders, educators, and families came together to create lasting change. That legacy continues with NEAPN because our children deserve the same opportunities as every other student in this district.

Community-Led, Community-Supported

NEAPN is led by Austin Voices for Education and Youth and builds on more than 16 years of community school collaboration in Northeast Austin. Working in partnership with AISD, local government, nonprofit organizations, and neighborhood leaders, NEAPN strengthens connections between schools and the broader community. Sustainable change happens when communities work together. NEAPN exists to support that work thoughtfully, collaboratively, and for the long term.
